现在公布的部分用词很模糊。比如下面的 豁免 条件，
看着可以适用于 绝大多数学科。这个关键还要看 具体实施的细节，
因为对大陆学生的学科限制一直就有，一直影响也不大。


(v)    any alien who is studying or conducting research in a field involving
information that would not contribute to the PRC's military‑civil
fusion strategy, as determined by the Secretary of State and the Secretary
of Homeland Security, in consultation with the appropriate executive
departments and agencies (agencies);

(vii)  any alien whose entry would be in the national interest, as
determined by the Secretary of State, the Secretary of Homeland Security, or
their respective designees.
