问个车祸后，双方保险公司认定责任的问题

简单说说车祸过程：我绿灯右转，对方在路口对面左转，和我进入同一路段，我们都要
进入同一条lane，因此发生碰撞。

双方保险认定：因我只有单保，我的保险公司不会赔偿自己的车的损失，所以车祸后我
向双方保险公司claim。

我方保险公司认为双方各50%责任。对方认为是我的责任（所以早早来信通知我，他们
的投保人没有责任，不会赔偿我），也不认可我方保险公司的认定，所以提出第三方仲
裁。我对我方保险公司的认定也不满意，我觉得至少对方责任更大（因为对方左转）。

现在，我方保险公司来信，回复赢得仲裁，仲裁机构认定对方proved 0% negligence
on our part。并且这一仲裁结果是Arbitration。 我方保险公司不需赔偿对方，并且
close了这个claim。

我的疑问是，如何理解仲裁结果对方proved 0% negligence on our part？那是否意味
我没有责任？我是否可以向对方申请对我的赔偿。

后面附上来信主要内容：

Our attempts to prevent the adverse party from collecting monies against
your policy for the above-mentioned accident have been successful. As
previously advised, the adverse carrier filed Inter-Company Arbitration
against your policy seeking reimbursement for damages caused to their
insured vehicle.

The Arbitration Panel reviewed the evidence provided by both companies and
determined the adverse carrier proved 0% negligence on our part. Please be
advised that the arbitration decision is binding and we have closed your
claim.
